Why would anyone give you space on their server so you could develop your own webpage?  According to Yahoo.com the following offer free webspace and some even offer free help so you can build your own pages without knowing much about HTML coding.  Some even offer free e-mail accounts.  The catch is most put their advertising on your pages.  Some even sell your name on lists so be sure to check the privacy statement if that's an issue.  The one's that are in bold type are the one's I've checked out and think they're pretty good.
